From Rasulpur to Parliament .
JAJPUR12/09(PPT): From a rural setting in Rasulpur to the corridors of Parliament, Dr. Ravindra Narayan Behera’s professional journey has traversed academic research, emerging technology, government administration and electoral politics.
Raised in Jajpur district, Mr. Behera pursued higher education and research before building a career in the government technology sector. He is associated with research in Artificial Intelligence and is stated to have obtained a PhD in the field from Utkal University, Bhubaneswar. His academic background later informed a professional career in the National Informatics Centre (NIC), where he rose to the position of Senior Technical Director.
His years in NIC provided him with experience of applying information technology to government systems and administration. The transition from technology and e-governance to public life subsequently brought him into a different arena — representing Jajpur in the Lok Sabha.
As a Member of Parliament, Mr. Behera has focused on issues spanning railway and road connectivity, irrigation, agriculture, industrial development, employment and rural infrastructure. The emphasis reflects the diverse economic character of Jajpur, where agricultural communities coexist with one of Odisha’s major industrial clusters around Kalinganagar.
Agriculture and irrigation remain important concerns in the district, where a substantial section of the population continues to depend on farming and allied activities. Mr. Behera has also participated in programmes associated with PM-KISAN and highlighted the need to strengthen irrigation and agricultural infrastructure, particularly for horticulture and rural livelihoods.
At the same time, Jajpur’s historical and cultural heritage has figured in his public interventions. The district, known for its ancient cultural traditions and heritage sites, faces the challenge of promoting tourism while preserving the character of its historical assets. The proposal to encourage research linked to Indian Ocean Cultural Studies also points towards connecting the region’s maritime and cultural history with academic research.
The development of Kalinganagar and adjoining areas has brought another set of questions to the fore, including planned urbanisation, housing, education, transport and employment. For the industrial belt to grow sustainably, better integration between industrial infrastructure and surrounding rural communities will be crucial.
His association with Rasulpur remains an important part of his public narrative. Issues concerning roads, bridges, water management and connectivity in rural areas have a direct bearing on the economic opportunities available to local communities.
From an AI researcher and government technologist to a Parliamentarian, Mr. Behera’s career reflects a movement across institutions and disciplines. The larger test of that experience, however, lies ahead: how effectively it can be translated into measurable improvements in connectivity, agriculture, employment, heritage conservation and the integration of Jajpur’s rural and industrial economies.
